Yes there is a soft credit check for both residential and commercial customers, performed by the energy provider. Frequently a security deposit may be required.
The answer to this question is related to many variables: Current retail rate charged by the existing energy provider, size of the home, gas heat vs. electrical, habits of customers (like it really cool in summer or really warm in winter), age and condition of the HVAC unit and home, quality and presence of insulation, time of year, position of the home facing the sun or shaded by trees, swimming pool pump, number of family members living in the home, and the energy market. Of all these variables, a lower retail rate can generally decrease a customers electricity costs.
Space heaters & heating/cooling, water heater, swimming pool pump, refrigerator, clothes dryer, and lighting. It is worth noting that gas heat is much cheaper than electrical.

This is a result of legislation that was introduced in 2002 to allow competition in the retail electricity market to primarily lower prices for consumers and encourage innovation. TDU is a Transmission and Distribution Utility. The TDU is the “physical” part of electricity distribution – poles, wires, substations and electrical meters are all part of the infrastructure that transmits electricity from the GRID to your home or business. There are six TDU’s that currently serve Texas:
